3、投標(biāo)人資格要求
投標(biāo)人應(yīng)具備的資格或業(yè)績：1)投標(biāo)人必須是從事同類電子設(shè)備生產(chǎn)與銷售2年以上（含2年）的獨(dú)立生產(chǎn)廠商，或生產(chǎn)廠商正式直接授權(quán)針對(duì)該項(xiàng)目的唯一銷售代理（代理商需提供相應(yīng)的代理授權(quán)證明文件，包括英文原件復(fù)印件及相應(yīng)的中文翻譯件）。 2)所投場監(jiān)雷達(dá)自動(dòng)化系統(tǒng)從2009年至今應(yīng)至少有2個(gè)已正式運(yùn)行的現(xiàn)場實(shí)施項(xiàng)目實(shí)例的證明。（投標(biāo)人需同時(shí)提供銷售合同、用戶使用證明、現(xiàn)場驗(yàn)收簽字文件的復(fù)印件，銷售合同必須以簽訂時(shí)間計(jì)算，銷售合同或用戶使用證明或現(xiàn)場驗(yàn)收簽字文件需能反映上述時(shí)間、數(shù)量及規(guī)格等要求）。 3）投標(biāo)人名稱應(yīng)與招標(biāo)代理機(jī)構(gòu)的購標(biāo)登記表上的名稱一致。如不一致，投標(biāo)文件中應(yīng)附有投標(biāo)權(quán)轉(zhuǎn)讓函，否則其投標(biāo)文件將予以拒絕接受。 4）本項(xiàng)目不允許聯(lián)合體投標(biāo)。 5）所投場監(jiān)雷達(dá)頭必須獲得有效的中華人民共和國無線電管理委員會(huì)針對(duì)該無線電設(shè)備的無線電發(fā)射設(shè)備型號(hào)核準(zhǔn)證（需處于有效期內(nèi)，若證書要求附加其他資料方為繼續(xù)有效的，須按要求附加其他資料）； 6）所投場監(jiān)自動(dòng)化系統(tǒng)必須取得有效的民用航空空中交通通信導(dǎo)航監(jiān)視設(shè)備使用許可證或有效的臨時(shí)使用許可證,需提供相應(yīng)復(fù)印件。 7）所投場監(jiān)雷達(dá)頭必須取得有效的民用航空空中交通通信導(dǎo)航監(jiān)視設(shè)備使用許可證或有效的臨時(shí)使用許可證,需提供相應(yīng)復(fù)印件。

3.Qualification Requirements For Bidder
Qualifications or Performance：1) the bidder must be engaged in similar types of electronic equipment production and sales of more than 2 years (including 2 years) of the independent manufacturers, or manufacturers directly authorized for the project's only sales agent (agents need to provide the corresponding agent authorization documents , Including a copy of the original English and the corresponding Chinese translation). 2) Surveillance Radar Automation System From 2009 to the present, there should be at least two valid instances of the on-site implementation project.
